Description: 

The Township of North Dundas (North Dundas) along with the Municipality of South Dundas (South Dundas) is seeking proposals from experienced and qualified engineering consulting firms to undertake a feasibility study on a transmission pipeline, designed to move water from South Dundas into North Dundas. The feasibility study shall determine the technical, financial, and future growth demand required for the construction of a transmission pipeline, along with any existing system deficiencies and upgrades required to support existing and future growth. 

In general this study will include the following services: 

  •  Project initiation and background review with both stakeholders (North and South Dundas)

  • United Counties of SDG Official plan and United Counties of SDG growth study review to identify areas of anticipated growth between North and South Dundas. 

  • Review of both stakeholders existing hydraulic models and operational plans

  • Development of a joint hydraulic model which includes the movement of water from South Dundas into North Dundas

  • Calibration and testing of the joint hydraulic model 

  • Completion of a feasibility study utilizing the joint hydraulic model to:  

    • Identify projected flows and upgrade requirements based on future demand for South Dundas without the connection to North Dundas 

    • Identify existing and future bottlenecks without the North Dundas connection

    • Identify potential upgrade requirements with the North Dundas connection, considering both North and South Dundas demands 

    • Identify existing and future system bottlenecks with the North Dundas connection

    • Identify demand requirements to justify supplying additional flows to North Dundas 

    • Determine a feasible alignment for a connection between North and South Dundas based on current and future bottlenecks or potential connection opportunities

      •  This alignment shall also consider the economics of the specific placement of a connection (eg cheaper for greenfield construction when compared to shoulder of road). 

    • Highlight any Social or Environmental challenges that may develop as a part of the potential work

    • Highlight any land or legal challenges that may develop as a part of the potential work

    • Environmental Assessment requirements for the proposed work (Note a desktop archeological, and SAR assessment have been completed and can be supplied if required)

    • Potential financial commitments and obligations in North and South Dundas (OPC D estimate)

    • Recommendations for next steps, time of project sequencing, and presentation of findings to North and South Dundas Council’s individually.
