Invitation to Proponents 

The Township of North Dundas is implementing a Roster system to retain the services of one or more consulting firms for engineering and construction assignments on an “as and when requested” basis under a standing offer agreement. The duration of the agreement is from May 10^th, 2024, to April 30, 2027 with the option for annual two (2) one (1) year renewals to April 30 2029. 

The Roster will be created by listing those firms that best meet the qualifications in each of the specialized roster disciplines. Only those firms submitting in response to this RFSO will have the opportunity to be listed on the Roster. The Township will review consultants’ qualifications and select firms to include on the Roster using the criteria described in this RFSO. Selection to a Roster discipline does not provide any guarantee of roster assignments. 

The Township’s goal in implementing the Engineering and Construction Consultant’s Roster (ECCR) is to shorten project cycle times, decrease project costs and provide ‘best-fit’ matching flexibility for engineering assignments. Consultants are expected to benefit because the Roster process consolidates the selection process and reduces business development costs associated with the traditional 3-step (Expression of Interest (EOI), RFP and interview) process currently used by many public agencies. The ECCR developed in this process will be effective starting on or about April 16, 2024, and will be used for approximately three years with the option for annual two (2) one (1) year renewals to April 30 2029 with annual reviews and updates. Years four ((4)2028)) and five ((5)- 2029)) will be subject to an adjustment in accordance with published Statistics Canada Consumer Price Index (CPI) – Ontario All Goods Index for the preceding twelve (12) month period. 

Within the term of the Roster, The Township retains the right and discretion to add or remove consulting firms to the Roster with an annual performance review (refer to attachment Appendix “F”) and update periodically which will typically occur during January/February of each year. 

Roster Categories 

Consultants and professionals in the following Roster Categories are required: 

1. Municipal Engineering 
2. Transportation Planning and Traffic Engineering 
3. Geotechnical Engineering 

The Township intends to list two to three consultants depending on the specific roster category. The Township, in its sole discretion, may increase or decrease the number of Candidates added to the Roster for any given Roster Category. Candidates acknowledge and agree that the number of Rostered Consultants may, or may not, total more than one Consultant for any given Roster Category and that a consultant may be listed under more than one Roster Category. All Candidates further acknowledge and agree that The Township reserves the right to add or decrease any number of Rostered Consultants for any Roster Category, without limitation. The Township also reserves the right to delete a roster category.
