The Township of North Dundas (Township) is a small rural Township located adjacent to the southern border of the City of Ottawa. As one of the fastest growing rural municipalities in Eastern Ontario, North Dundas is committed to providing a broad range of amenities and services to its residents and visitors alike.
The Township has a mix of villages and rural hamlets, with a total population of approximately 12,700. The urban serviced areas of Chesterville and Winchester currently serve a population of approximately 4,200. The Township has experienced strong growth in recent years and expects that to continue, with more growth expected within the urban serviced area over the next 5 years.
In December 2020, the Township had a Water and Wastewater Servicing Study completed that assessed the ability of the existing infrastructure to support future growth and development. This servicing study created a hydraulic model and a prioritized infrastructure investment plan that has guided the Township for the last 5 years.
Infrastructure improvements included optimization of the existing infrastructure through rehabilitation of sanitary networks, updating the Source Water Protection Plan, construction of a new well, pump station, water reservoir and filtration system, and construction of a SAGR in the Winchester Lagoon.
The Township is now seeking the services of a consulting firm to complete a Servicing Master plan for the Villages of Winchester and Chesterville. The desired product would be a 2026 Servicing Master Plan which would optimize and extend services, identify required capacity for both water supply and sewage treatment and provide a prioritized action plan for infrastructure investment, all within the framework of the Municipal Class Environmental Assessment (EA) process.
The Township acknowledges that the EA process may identify alternatives, technologies and factors that cause the Township to adjust the Urban Service Area, project scope and project implementation schedule, these projects will be separately examined through a separate process outside of this proposal. A full description of the project and scope of work is set out herein. |
